Squidartha's Control Panel (part 2)

Shown below is the cipher for the control panel. The alphabet became most of the border, though to make things a bit tricky I rotated the first five and last five letters to conform with the edge. The folks who figured this out the fastest probably noticed that the number of letters along the edge were 5 + 16 + 5 = 26.

The two blue buttons (lower left and upper right) spelled out the artists' names, "Wolf" and "Whimsy". The rest were messages mankind wished to impart to the Whales. Special thanks to Phyllis M. for her spiritual insights on whales and other ocean creatures! Her love, knowledge and peaceful demeanor were inspirations for the Squidartha project.
